Annual Report of the Surgeon General United States Army Fiscal Year 1961

CONSOLIDATION OF ARMY AND SPECIAL REGULATIONS OF THE 40, 41, AND 42 SERIES

During the reporting period, two consolidated regulations have been published. The regulations are AR 40-1, "Composition, Mission, and Functions of the Army Medical Service," and AR 40-2, "General Administration of Medical Treatment Facilities." Additionally, two other consolidated regulations, which deal with the subject of "Medical, Dental, and Veterinary Care" and "Medical, Dental, and Veterinary Facilities," respectively, are in various stages of draft form. This project is proving beneficial to users of regulations in the field, by reducing the amount of time required to locate material of a medical administrative nature, eliminating the duplication which formerly existed in separate regulations, and minimizing the possibility of conflicting statements. To date, this consolidation of regulations has resulted in reducing the number of Army and Special Regulations in the 40, 41, and 42 series from approximately 135 to 117. Other areas of gain are reflected in the reduction of printing costs and in the rescission of a number of regulations which were determined to be obsolete.
